Utah audit critical of UDOT bids

SALT LAKE CITY (AP) — A state audit says the Utah Department of Transportation uses a flawed process for evaluating bids and lacks the documentation for settlements with losing bidders.Auditor Austen Johnson says in a letter sent this week to legislative leaders that UDOT does not conceal the identities of companies while bids are being reviewed and instructions given to bidders during one-on-one meetings are inconsistent.The audit looked at the process used during bidding for the $1 billion reconstruction of Interstate 15 in Utah County and a subsequent $13 million settlement with one of the losing companies.Johnson says UDOT lacked appropriate documentation to justify the settlement but may have been exempted because the agency wasn’t required to get legislative approval.The Legislature passed a bill earlier this year requiring that approval.
