SALT LAKE CITY (AP) — Utah Gov. Gary Herbert will deliver his first State of the State speech as an elected governor.Herbert will speak Wednesday at 6:30 p.m. in the House chambers at the state Capitol.The Utah Legislature convened it’s 59th annual session on Monday.The biggest issues facing the state this year are a tight budget, immigration reform and frustration with the expanding powers of the federal government.It will be Herbert’s second State of the State speech. He delivered his 2010 speech a few months after being appointed to replace former Gov. Jon Huntsman.Huntsman resigned in 2009 to become the U.S. Ambassador to China.Herbert was elected in November by a wide margin.
