Utah Legislature begins 45-day session

SALT LAKE CITY (AP) — Utah legislators began their 2011 general session by seating the first female Speaker of the House in Utah history.Republican Becky Lockhart of Provo was nominated Monday by Democratic House Minority Leader David Litvack of Salt Lake City.The Senate began by seating Republican Senate President Michael Waddoups for a second two-year term.Lockhart says she wants to encourage passionate debates. But she urged House members to remember they are statesmen and stateswomen.Waddoups says Utah is in a better position than many other states, where tax increases and budget cuts are required.Chief Justice Christine Durham will deliver the State of the Judiciary speech Monday afternoon. Committees are scheduled following Durham’s speech.
