On Friday, Governor Gary Herbert will release his budget recommendations for the 2010 fiscal year. Herbert says he wants to balance the budget without raising taxes. Most Democrats are pessimistic about the legislature being able to balance the budget without severe cuts in public education and/or social services. Republicans say lawmakers could hold public education harmless while social services are bound to take a hit. The state is facing a budget hole of nearly one billion dollars next year.
